In force12 July 2024

Issued by European Parliament and the Council of the European Union.

Summary

Regulation (EU) 2024/1689 formally enacted the European Union’s Artificial Intelligence Act. Published in July 2024 and entering into force in August 2024, it codified the risk-based structure agreed in 2023. The Act set implementation timelines for prohibited systems, general-purpose AI obligations, copyright-related rules, and high-risk AI requirements. It also established the EU AI Office as a central enforcement and oversight body for systemic risks associated with very large, multi-use foundation models. The regulation marked a shift from political agreement to binding law.

Why it matters

Risk-based AI regulation; bans on prohibited systems from February 2025; GPAI and copyright rules from August 2025; high-risk obligations from August 2026; EU AI Office oversight; systemic risk governance for foundation models.
