Canada — Voluntary Code of Conduct on Advanced Generative AI Systems

Published27 September 2023Added 27 June 2026

Issued by Ministry of Innovation, Science and Economic Development (ISED).

Summary

Canada’s Voluntary Code of Conduct provided an interim governance framework for organisations developing and managing advanced generative AI systems while the Artificial Intelligence and Data Act proceeded through the legislative process. The code asked signatories to adopt executive accountability, adversarial testing, bias identification, human oversight, privacy protection, and incident reporting. It also emphasised tools for detecting generative outputs, particularly audio-visual content, as part of a wider effort to maintain digital trust before binding AI legislation was in place.

Why it matters

Interim voluntary compliance bridge; executive accountability; adversarial testing; bias identification; human oversight; privacy protection aligned with PIPEDA; incident reporting; detection and watermarking priorities for generative outputs.
