Summary
The Beijing AI Principles offered an early view of China’s AI governance thinking before later binding generative AI measures. Issued by the Beijing Academy of Artificial Intelligence in 2019, the principles balanced rapid AI capability development with safety, human well-being, intellectual property respect, and responsible deployment. They contributed to the global soft-law landscape by articulating values around beneficial AI, ethics, and long-term governance from a Chinese institutional perspective. The principles remain useful for understanding the pre-2023 roots of China’s AI policy architecture.
